The SQL writer is a VSS writer provided by the SQL Server. It handles the VSS interaction with SQL Server. The SQL writer ships with SQL Server as a standalone service and is installed as part of the SQL Server installation. By default, the SQL writer is not enabled. The MSDEVersionChecking value is located in the HKEYLOCALMACHINESYSTEMCurrentControlSetServicesVSSSettings registry key. This is a DWORD value and may not be present unless you manually create it. Even though SqlServerWriter is installed with SQL Server 2005, it is not configured as the default writer for SQL Server 2005. The SQL Writer is only used to manage database VSS backups, but other VSS backups can still occur. The reason VSS backups can cause a cluster failover is due to the OS drive being frozen for longer than the Health Check Timeout setting for the cluster, which will cause quorum failure.
